ATPG test function related

In ATPG test function what doe + sign in +SC, what does - sign in -EC and what does the 1 in 1TI signify?
 

I believe you saw this as part of the EncounterTest flags. I have not worked on this tool for more that 5 years now. But i will try to answer it from my memory.
+/-SC/EC are flags used to signify that these are clocks. The +/- signs stands for their inactive values ( or off states). + => offstate is 1 and -=> off state is 0.
TI stands for Test Inhibit; which means that particular pin needs to be at a 1 or a 0 through out the test. In the earlier versions of the tool, it used to be represented as +TI or -TI. From what you have listed i believe it has changed to 1TI and 0TI.

What do you mean by offstate?
