Advice about development board

Could you advice me on this two development boards that have:
- one with Spartan 3 series
- other dev. board with Virtex II-Pro.

If possible, it would be great that those boards have DAC/ADC, LCD, buttons, LEDs, I/O expansion connectors, memory (flash, sram, sdram, ddr, etc.), RS232, PCI or USB interface.

It's a primary concern the price because my budget is too low.

i have got a spartan3 starter kit for us99.
As for adg and dac...maybe you can do a simple unit yourself.
That what i going to do in a few week time.
