A question regarding voltage range of a capacitor

Hi,

I have a question regarding the datasheet of a capacitor shown below

When they say the voltage is 4V (or 10V or 16V), do they mean the maximum voltage the capacitor can withstand is 4V, or the typical voltage or minimum voltage itself is 4V?

I am planning to make use of these capacitors at 1V and would like to know if they would work for that.

It means the maximum voltage the capacitor can withstand.
