A Little help understanding the file in this circuit

I found this nifty circuit and realized I have li ion batteries and pic12f675 and decided I wanted to experiment. Now I know how to take a HEX file and plop it onto a microcontroller but what I do not know is this source file is and what to do with it. I really do not care if I get to test this circuit out or not just wanting to know if the source file can be used and how as I do not know how to.

The schematic shows Current sensing and voltage regulation of 4.1 for LiPo cells. It presumably shuts off the charger when the current drops below some threshold at CV=4.1 until it is manually reset.
 

Okay, By looking at that I kinda figured but with my cheap china made programmer I "can" program the source code into the ucontroller, if I tell it to look for SRC files and not HEX,but the damn thing doesnt do anything at all. At least not what the poster said it should do.
 

A TP4056 can do the job better than a PIC at low cost because it is designed for that purpose itself.
