0~-3V adj negative supply

I want to make 0~-3V from -12V and +12V ,and when there is no +12V supply (not applied) the output becomes -1.5V,do you have any idea to help me?
Is there any IC for this task?
 

this is a different case,I want it to be linear mode and to be produced with negative supply -12VDC.
Is there a negative Adj reg starting from zero?

Your case is not realy that different.

What you need aditional, is an voltage divider and a voltage follower. It's easy to construct one that delivers from 0 to -3 volts using simple voltage dividers.
