whya always shields lines connected to VSS

Hi Friends,
Why we always shield lines connected to Ground(VSS) instead of power(VDD).

some high voltage MOS has guardring conencted to both VDD and GND

i think it depends on the structure
 

Most of the time we use shield lines to protect a signal line. Any unwanted noise that might affect our signal line will be easily be picked-up by the grounded shield lines being of low potential.
 

ground is usually less noisy than VDD. And we need the shield to be connected to a quite node. Otherwise the shield itself will couple nosie onto the signal line.
