non inverting gates are built using inverting gates
inverting gates are the universal gates like nand nor and not
when u convert an inverting gate to non inverting gate an exta gate comes which introduces the delay
If you know the design of a CMOS inverter, you have the answer. To make a non-inverter you need to connect two inverters in series, increasing the delay.
