PADS Logic ECO2PCB not sending decal/part that has pin count = 0, help?

I have created a "barcode" part, with 0 pins, and a decal that is a silkscreen box with text. Add to schematic, attempt to send schematic to PADS Layout, barcode decal does not appear, urge to violence rises. I have a feeling there is a check box somewhere that is preventing this but I cannot seem to figure it out. Can anyone help? Much appreciated!!
 

What layer is your decal text and box on? Is that layer turned on? (ctrl-alt-c, and select the layer and color for the elements).

When you did your forward annotation, did you confirm the part was actually added to the PCB?

As a test, try adding the part manually in Layout, and see if that works.
