How to control the brightness of the 2-digits 7 segment display

I was using pulse width modulation to control the brightness of the 2-digit 7 seven segment displays. it seemed that when i changed the duty cycle, one digit is appeared to be brighter than the other one and vise versa. Is there a method that i can use to control the brightness of the displays such that 2 of them will have the same brightness?

The seven segment that i used has a common enable connected to both the cathodes of the 7 segment display.
I am using a spartan 3e starter kit.
