soc encounter floorplan/placement constraints

Hello all,

Based on the layout image below, how did they arrange a module placed at certain location? What command do we use for that? Is it createguide/createfence during floorplanning?

One more thing, how do we create a group of modules and then place it at certain location or coordinate? Do we use createinstgroup command?

Anyone can teach me how?
