how much does pads eda cost?
you are talking about pads software but you will be getting only libraries and to edit the pads you can custom them.just go through this tutorial to make a custom component.

how to test a microcontroller
I have written a simple led program which makes portb highand leds glow.i am able to program it.but there is no output at portb. what does this mean is the pic working or not.
