In my opinion, star topology would give a better, fast and efficient delivery.because if any building connection will be disconnected the other building not affected.
I think the best out there is Windows XP. Windows XP doesn’t use as much as ram as the others one, it’s faster and you can change it looks to match your taste.
Windows 7 is good but It has a lot of unnecesary things as well, they just keep the things that are important and not other thing that...
Re: MatLab vs Labview
They are two very different things. Labview is mostly used as a software interface for external hardware. Matlab is mostly used for data processing and simulations although it can control external hardware like Labview can as well.

I seen, DC is more lethal than AC. It all depends from individual to individual which determines the voltage levels they feel as "lethal
I would strongly suggest to use hardware USART and if possible interrupts like Darrels Instant Interrupts. It will assure you no lost characters.
Secondly, I see that you are not checking if the modem has replied with OK or an error, except once. Not all commands have the same processing time...
