If you want to start with FDTD a very nice book is from D.M. Sullivan: 'Electromagnetic Simulation using the FDTD Method', 2000. Inside the book you find some very simple Matlab Code for 2d calculations...

you have not described what you like exactly do with your simulation? If you like to do dosimetry you can forget any implicit method like finite elements (HFSS) or similar. You have to use an explicit method like FDTD (finite difference in time domain e.g. Semcad...

You can type in your frequency (13.5 MHz?) and get the values for different types of human tissue; e.g. skin dry: sigma=0.237/eps=286.3

Matlab PDE toolbox; it is based on finite elements:
