Now to predict the future of a signal , we need :
*some information to tell the starting value or any reference point

Re: Phase noise
Phase is a measure of the relative position of a signal with respect to a reference point.
Therefore if a signal is defined as sine wave..then
x=sin(ωt+0)..It's reference is zero....i.e signal is originating from zero....
y=sin(ωt+θ)..it is displaced from it's orgin by θ.. it...

Noise is random quantity..there rms value gives the measure magnitude of how a signal is varyingy...
About delay-line
Shift register/FIFO is the best option ..u will have some some intial latency ..but it will not be of much problem compared SRAM as mentioned by Mr.Sameer
