video processing for identifying a specific obstacle from a video input.

Hi all!
I want to design a surveillance system.I will be getting video input from a camera to my pc.I want to detect a specific obstacle from the video input(such as tanks(for military surveillance)).Both my camera and the obstacle will be non-stationary(hence i think its not possible to identify from motion detection method).i have some knowledge about matlab too.Is it possible to compare a still image of that obstacle with the current frame of the video input and produce some output?
if so pls suggest me how to go about with this.If not suggest me some other procedure to solve this problem.
