What do you have in mind? For indoor decorative purpose ? or for panic light ?

Here is a very well done tutorial on LED drivers. I do not know what type of LEDS you will be using, but this tutorial explains a few different driver techniques that you can use. Also, I would look at LED drivers. There are many LED drivers that allow you to vary the brightness, provide PWM signals, as well as even create certain patterns with multiple LEDs.

you can also try lighting system by cascading a bunch of decade counters as well they may be helpful
