Question about PCB and programmer for AT91RM9200

If you are experienced with AT91RM9200, please help me:
1- To draw Printed Circuit Board, does it need a 4-layer one or a 2-layer one is sufficient?
2- To program it, please introduce a programmer. if it is possible to design it manually please help me.

you could Download The schematic and PCB of at91rm9200dk from this link:

to view the PCB you must use the allegro_free_physical_viewer software.
unfortunately I couldn't upload this 10M software. But You can find it in the web.

as you could see the first question is mine, and it's similar to yours. I find my answer so when I see you have a similar question, I shared my found answer with you.
I 'm new with at91rm9200, and I'm looking for a low cost, simple and effective evaluation board to start.
