Problem with touch detection using PIC16F1938

hi everyone,
im working on a project capacitive touch swith for controlling home appliances.
im using PIC16f1938 as my touch controller.
The principle i used is when a touch is detected by the IC, its timer1 value is decresed from normal value.
my problem is when a touch is detected,the output pin becomes on and off continuously
evenif i didnt took my finger back from the touch pad.
ie,the program goes to untouched condition when touch pad is touched continuously without taking the finger back.
will u give me some suggestions to solve this????
 

i think this is logical error
revise ur program once and try it again
