please take up a datasheet from micron or hynix. its a self-explanatory document, once u r done with that, it ll be easy to design a controller.

verification-wise, micron provides simulation models for the memories in vhdl or verilog, it ll be easy to verify your controller module with these models.

Im attaching a 256mb micron sdram controller data sheet along with xilinx application doc, have a look at it. I did sdram controller for 256mb Micron sdram, if u need any help u can ask.
