You can use SpectreRF to simulate the vco power spectrum. From that you can calculate jitter and phase noise.

Unfortunately it is very difficult (if possible) to simuale the phase noise in pure SPICE-like simulator, due to its time-varaition nature of the oscillator. If you don't have spectre-RF, try ADS from Agilent (former HP). These are the two knownly simulators which can handle phase noise simulation of an oscillator as far as I know.
if u have HSPICE-RF it can simulate the pase noise
u can see any simulator which use Harmonic balanced simulation engin
