who can give me some example or some good suggestions or some books.thanks
 

This book has info on antenna RCS: Finite Antenna Arrays and FSS
 

In general, if you are not matched to the transmission line-load then 100% of the energy is reradiated. If you are matched then 50% is reradiated.

The best you can do is be matched over all frequencies.
