You need 500 MHz filter sample rate. 250 MHz will cause incorrect filter cutoff frequency and severe aliasing.

Zoom in on the it2 waveform to see the 4ns spacing between the steps.

Yes, you want both filters to be identical.

You should design one filter and then instantiate it twice. No need for filter2.vhd.
