In 1-phase system voltage is measured between 0-wire (GND) and line ( L1,L2,L3) this is 220 Vrms __ (norm. 230V)
In 3-phase system voltage is measured between two lines. ( L1-L2, L2-L3 or L1-L3)
Voltages has 120 degree phase shift, so mathematically this gives voltage U = √3 * 220 = 381 Vrms __ (norm. 398V)
