Need advice on how complicated a project is

I work in the medical field and we would like to have a small lcd display that would have 3 variables displayed that consist of 3 digit numbers 0 - 100. We would like to be able to change these numbers with either a computer or dial to simulate physilogic changes that relate to these numbers. What would be required and how complex would it be to program?

it can be done with a microcontroller wit LCD display.

for a computer data input you must know the interfcae (rs232/usb...)
for a standalone then the input dial decoding.
