time to complete a board schematic and layout

Working on a board redesign using mentor graphics board stations (approx. 180 passive, active, IC components) which involves adding additional layers (4 to 6 or 4 to 8) and changing the layout. Is there any rule of thumb used to determine how much time it will take to complete schematics and layouts for a board that has approx. 180 passive, active, IC components and 2 to four additional layers? Assume that the designer is proficient.
 

I dont know whether there is a thumb rule. It could be more relative.
From the past experience I had in dealing with layout engineers, the above mentioned specs would take about 3-4 weeks including review.
