3200 LEDs is a lot of soldering. Good luck, plus at 1:16 refresh you'll need some decent drivers to get the LEDs running peak brightness over 60ma each if you want them bright. So 200x60ma = 12A nice power supply too.

this is a big project (large LED sign project)and we must use pc power for this application but i need a good circuit that i drive rows(the anodes) and columns( the cathodes).
Check out Allegro Micro. They make some nice latched drivers that has current limiting built in. You serially load the data in and you can daisy chain to get as long a chain as you need. Implementation details you will have to work out since it depends on exactly how your matrix is laid out.
