I need a number of papers mainl from IEEE but also from some other sources. Unfortunately I do not have access to these bases (electronic access) and therefore I am not able to obtain them now. If you can do this or, at least, know where it is possible...

I'm not completely sure, because I've never come across such expression, but I think that Kolmogorov fundamental axioms are meant here. They are rather evident and clear and may be found in any textbook on probability theory.
