Serial ports come in two flavors DTE and DCE which stand for Data Terminal Equipment and Data Communications Equipmen. To connect a DTE to a DCE you need a normal cable. To connect a DTE to a DTE you need a crossover cable. A PC is a DTE so in order to connect it to another PC (or another...
I am trying to build a simple low frequency RF phased array antenna for 418MHz. I am trying to make a system that can sweep 360 degrees to locate the strongest signal and lock to it. Can anyone provide any schematics? Thanks.

Protel and OrCad are both integrated solutions. You can easily go between PCB and schematic. PADS and PCAD are more geared toward board design. Thus, for pure board design, PADS and PCAD are likely to be slightly better and for system level design...
Re: Wasted PICs
Vdd and Vss shorting is only bad if the PIC is out of circuit. In circuit, this can be due to a number of things.
On PICs that have multiple Vdd and Vss pins, they should all be connected (in theory). However, you can most likely get away with just connecting one set since...
Re: dspic for vector control
If your algorithm can be done with 20-30 MMACs then there should be no reason why the dsPIC could not do it. TMS320F241/3 should be comparable to the dsPIC30F6011 in terms of system architecture. Although, there might be small difference that make an algorithm...
Re: CAN BUS
CAN is used extensively in cars to connect the 10-30 microcontrollers. You should have no problems reading it (the bus is very robust) as long as you know where to tap in on your particular model and have the proper tools (a CAN capture and analysis tool).
Re: dspic for vector control
Depends on the algorithm you plan to use. Real time control requires a lot of MMACs which I think it probably beyond the processing power of a dsPIC. My guess is that you would need maybe 100 MMACs to do it.

One regulator (of sufficient power) is usually fine. However, keep in mind that each regulator acts as a low pass filter to isolate noise between the chips. So as long as you have enough noise suppression and don't find your self...
