Y caps faliure modes effect

Hi,

Im studying an industrial circuit.This is operating on 24V supply/200mA rated..and DIN rail mounted..

The system has got Two grounds ..one is digital ground other is shield ground..

There is a Capacitor X1Y2 type between these grounds...

I know if in an AC system..if the Y cap (i.e one between N & earth) shorted ,there is a risk of shock to user..
But here is there any possible after effect of a short between these two grounds..Will only the EMI aspects possibly suffer?

Thanks for any suggestions..
