Why we have 3 VGG pins in (hmc952 Hettite)

It is the design feature of the manufacturer. RF MMICs often need such provision, one way is to switch one section on/off at a time, another is the RF grounding.
 

VGG pins set bias current in the amplifiers. Maybe you want
to bias some differently than others. Separate VGGs also let
you separately feed & decouple individual stages, cutting the
potential for crosstalk and oscillation.
