Why my Phy (ethernet) is not communicating with my Laptop win 7

I have made a firewall n verilog and whenever i connect Phy with my Win 7, it does not communicate.
Then i shift to other computer having Win XP and Phy of Spartan 3E FPGA starter kit communicates properly

Is there some problem with Win 7 . Should i shift back to Win XP ??

I have tried both Straight and Cross cable but in vain

The LEDs glow at both end but i cannot send packet to FPGA kit. The ethernet on laptop also says no connectivity
 

First point would be to read the PHY status completely.

my code is working fine with win xp

i can communicate with phy
but i cannot in WIN 7
 

You should determine, on which layer the connection problem exists. Problems in connection negotiation on the PHY layer are one possibility. You can also check the adapter connection status on the PC side. Everything on the network layer can be checked by wireshark from the PC.
