Why jitter specification is needed for a spreading spectrum clock?

The spreading spectrum clock is realized by frequency modulation or jitter injection. So the jitter of the spreading spectrum clock is large. But, why jitter spcification is needed for such a spreading spectrum clock?

this is because it is clock, and it must be behaviored like a clock. used to synchronize the system.
