The OP isn't trying to install Vivado 2013.1 on win 8 they are trying to install an old ISE version 13.1.
ISE 13.1 was released a year+ before Windows 8 was released, it therefore may have a conflict with changes that were made to Windows 8. If you need to install it on a Win8 machine and then try running Linux under a VM and install ISE on the VM.
