why is the coverage less in LOC compared to LOS ?

why is the coverage less in LOC compared to LOS ?

Loc (Launch off capture), which gets the pattern from the previous combinational logic. So It is very difficult to analyze the pattern generation.

Los(Launch off Scan), which gets the patten from the shift path( Q --> I), So the pattern is easily shifted from the PI. The pattern generation is very easy.

in transition model, there are three clock: scan(sc), launch(lc), capture(cc).
If i use LOC(Launch off capture) in the 2nd clock , tetramax gets the pattern from the previous combinational logic.
now, in order to keep some scan element fixed in launch capture and keep the other dffs in normal ( that is they can change by capture from combinational logic in LOC ).
how can i do in tetramax? thanks.
