Why I have to exclude layers from 32 to 64 to pass the foundry DRC?

Hi Guys
I submitted my design without layer larger than 31. Then my design will pass the foundry rule. However, if I submit my design with more layers, layer from 1 to 64. Then the foundry will report those errors
Missing Soldermask Clearance (4 violations) 1 2 3 4
Missing Soldermask Clearance (276 violations)

I normally just submit my design without layer from 32 to 64. Can anyone explain why we have to exclude those layers to pass the foundry DRC?
Do we need to include it?
What's happened if we want to include those layers? In that case, is there a way to pass the foundry drc?
