why do we use poly to connect poly
 

1.when you only have a two or three layer process (rare)
2. To connect to poly gates together over a short space. ie invertor pmos to nmos.

I would not use poly to connect unless no other option was available due to the higher resistance compared to metals.

We generally use this approach in digital circuits (standard cells ) where we care more for the area than the performance.. So connecting poly through poly have little impact on timing in digital circuits but through this approach we gain area and lesser congestion congestion is the key).......Even in analog circuits we can connect poly-to-poly in fingers....So its more of area and congestion aspect which is forcing us to use poly to connect gates...
 

Also, poly to poly routing can help metal routing grids to a greater extent at the device level. Hence the routing congestion could be eased.
