Why do we need off chip output matching network for PA?

why not use on chip matching network for power amplifier?
it is because on chip inductors have not enough Q or just use off chip matching network for tuning?
who can tell me why?

Low Q factor of on chip inductors meeans power loss, specially in high power circuits like power amplifiers, this loss can degrade overal chip efficiency, but for small signall blocks like LNA, Mixer and oscillators, with precise design, performance degradation can be minimized....
