Perhaps you could try a new Jedit? 4.4.2 does Verilog syntax highlighting window splitting code segment folding, indentation...

If you're not using an outdated version try Utilities->Global Options->Editing dialog or for a trying it out Utilities->Buffer Options. I found all that stuff turned off by default. In Global Options you select the language file editing options with Change settings for mode: verilog, un-tick Use default settings, select your folding modes etc.

gvim is certainly better than notepad. gvim colors the text according the language syntax.
Among the adavntages of gvim is the ability to mark a block of text and run a script or linux command on that text from within vi.
For instance one can see how easily a group lines of signals can be given incremental numbers:

you have to try verilog mode (Veripool) with emacs to see how powerful verilog mode is. Pini_1 give that a try
