if you need sdf..

sources: .lib file containing timing information about standard cells
.v netlist file of your design..


if you need SDC
sources:timing constraints..
tools:synopsys..

Is it possible to generate this SDC file within Cadence to be used for Encounter?

you may use a commant as
write_sdf *.sdf
in the Design_vision.

You may also dump sdf file after P&R.
e.g., in Astro, "ataDumpSDF"
