You can get there easily in software with Proteus V7.x

This includes a fully functional ENC28J60 model which is wired on the schematic and which connects to the physical network card for TCP/IP comms. MAC & PHY fully implemented.

Note that the Mchip firmware requires a DHCP server but you can config this on local machine if you have VMWARE or similar.
