What's the different between sdf2.1 and sdf3.0?

I load the .lib fie in Encounter ,it report warn:
The sdf_cond statement(s) in the cell specify_test does not comply with IEEE OVI SDF Standards 3.0 for min_pulse_width arcs.

I want to know:
Is that the Liberty file don't support sdf 2.1?
What's the different between sdf2.1 and sdf3.0?
In Liberty file how to change the sdf_cond statement format to fit sdf 3.0
