Digital Systems: Principles and Applications, by Ronald J Tocci, is also best book with good number of excercise problems.

Digital Logic & Computer Design by Morris Mano is a really good one
You should know also, that there is no big difference between edition 3 and 4
However, there is a big difference in price...

Also consider Fundamentals of Digital Logic with VHDL Design by Stephen Brown and Zvonko Vranesic
and
Digital Principles and Design by Donald D. Givone
 

What the Best book?

Theory and Design of Electrical and Electronic Circuits

I think it's more better
