What should i do after assigning the Pin Package? When i Press RUN nothing happens.
I am using SPARTAN3

if you assign pin at the beginning of design ,then you may add constraint and synthsis the design ..

What's RUN ? A button on the screen or a pushbutton on your board ?

You haven't said anything about synthesizing (building) your design, nor about transferring the built design to the FPGA (known as programming, configuring, or downloading).
