What is the relation with RTOS and JTAG?

One is an OS....the other is boundary scan mechanism...

Actually they are not connected directly .
but if you are going to use any external card to access via one or more SBC's then you have Scan the system via boundary scan chaining.... which is done in VHDL or verylog programmer (JTAG) and the BSP of that card help to scan the card using chain scanning using RTOS application level system programming .
