The corresponding hardware realization is optimal in terms of delay and offers high data throughput compared to the recently proposed designs while it occupies slightly more area.

What does throughput mean here? Does it mean something like highest possible speed for data transfer?

throughput is the average rate of successful delivery of data over a communication channel.
