Its true that, its depends on the carrier Freq & frame lenngth.
The Netowrk provider will design the SW keeping these constraints in mind. So Its depends on the Network implementation.
I can tell you for Nokia. It was 220KMPH.

I am afraid if it can be specified in direct terms for any system. I think it depends on factors like cell size, carrier frequency, atmospheric conditions, region of operation if prone to multipath fading, quality of switching equipments at BS and MSC etc.
I feel can not be generalised.

the max speed was included in requirement on 3G spect. There was requirement that UTRA_FDD be operational on fast trains, like TGV in France. I don't remeber exact figures, but have guess that it is over 360 km/h
It has been reported that UTRA-TDD can operate up to 120 km/h.
