what is the max switching frequency, or 1/(trise+tfall) or 1/(tprise+tpfall)?
 

maybe 1/(setupmin + delaymin) where setupmin is the minimal setup time of register and delaymin is minimal clock to Q time of register.
 

the Max switching frequency of a circuit is decided by the below equation,

tclk-Q + tp,comb + tsetup = T

Frequency = 1/T
 

Max swithing frequency is the total T but setup time only depends on max frequency.

Max Freq = 1/T
where

T = setup time +hold time +(greater of combinatorial delay and clock-to-Q delay)

see for a definition of setup and hold times.
 

1/(trise+tfall)......1/(Ton+Toff)....
