It must be 1, what this represents is quite another question. Do you mean the minimum frequency that a SHF counter will respond to? Quite often they have two inputs one for HF and one for SHF. so the SHF input might be good for 100 MHz to 10GHz and the HF good for 1Mhz to 100 MHz. if its a 6 digit counter and you are measuring just under 10GHz, it could display 9.999 98, so the 8 represents 800 KHz. To get accurate frequencies you have to run the timebase at 10 Seconds, then the LSB s are 1/10ths of a Hz, so the above frequency would show :- 99999.7, all the higher digits would have overflowed.
