maybe it is a good way to balance the skew...

Yes ericyuan is right....It is basically a structure of a clock tree which is called as Binary H-tree..This algorithm is used in cadence tool called as Soc encounter..to balance the skew....

When you routing the clock net, due to net delay there may be a skew between the flops.. To avoid the skew, we use H-Tree structure to implement clock routing.
