what are the breakdown devices and shunt devices used for ESD protection ?

Shunt device? what do you mean?

In general, the pn-junction diode, large MOS device, parasitic SCR, field-oxide device and so on can be used as the ESD protection device.

Most designers like to use PN(BJT) or larger width MOS for ESD protection.
